Yep! If it's an instant or sorcery, it will be affected. Reduce the total cost (both halves) by {1}.

When you fuse a card, say {Turn // Burn}, it becomes a single spell called Turn & Burn with a mana cost of {3}{U}{R}. Electromancer will drop that to {2}{U}{R}.

Since it only counts as one spell, it only reduces it by one
