Is {semblance anvil} cumulative?

How exactly do you mean? If you mean you exile a god tool, then want to cast another, the other costs 2 less to cast (A card type, not for each card type).

It costs 2 less no matter what. It says A card type and not for each card type for a reason.

Then yes! Exile an artifact with four of them? Another artifact costs 8 less!

Say you exile {bident of thassa} with it. Would that reduce the cost of artifacts and enchantments? Or creatures and enchantments if you give it a bestow / god card?

There's no reason it wouldn't. If it shares a type, it's good!

The Anvil will reduce the price of anything that shares a card type with the exiled card, regardless of what that type is.  If you exile a Bident of Thassa, Artifacts and Enchantments you cast will have their costs reduced.

Also World isn't used anymore. They're just Enchantments now (as opposed to Auras).

Back in the day, Non-Aura enchantments were referred to as "Global" enchantments (which is what you're referring to), since they affected the board in some way.  There was a supertype for enchantments called "World", which was similar to the legend rule (and still applies, to this day) - When a World Enchantment enters the battlefield, all other World Enchantments put there before it re put in to their owners' graveyards.
