because they need to find the right place to cram the card into. Or else it's out of wack and never sees play because it wasn't introduced in the right enviornment and so people never give it a second glance because they hate modern

Because unless they left one empty slot for the You Make the Card 4 winner in Born of the Gods/Journey into Nyx when they started the initial design a year or so ago, {Rakdos's Return} and Waste Not won't be standard legal at the same time. But since it's an enchantment, I could see them making room for it in Theros block even though the block is 100% complete.
