I have a  {Door of Destinies} out naming slivers I then tap 2 to play  {Manaweft Sliver} it gets  {Essence Scatter}ed but is it still casted or is it only considered cast if it resolves

If you didnt "cast" it then they couldnt have countered it. So yes it counts.

I wish that it was enters the battlefield though bc then I could just use  {Legion's Initiative} and have my army return to the battlefield and get X counters lol

Yup. Thats actually the reason it doesnt say ETB. Tokens and flicker effects would break door almost as fast as {stoneforge mystic} broke {batterskull}.

If the counter goes on just by casting, even if the spell gets countered... Would the door of destinies get a counter before the creature reaches the battlefield?!

Well the spell needs to be casted before it is countered, so yes the counter still goes on the door.
