I would suggest a deadline for write ins. then make a poll with the top 4-10 people.

 I was suggesting more of something this way. All write ins are due by the 25th of the month and the top x- number write ins get on a poll that closes on midnight at the end of the month. Just so it's regulated and the same every time.
