{Dragonshift} doesn't change its name.

But it wouldn't matter if it did. Quoth the rules:

201.4. Text that refers to the object it's on by name means just that particular object and not any other objects with that name, regardless of any name changes caused by game effects.

The phrase "Master of Cruelties" in {Master of Cruelties}'s rules text really just means "this permanent." Once its ability resolves, it won't deal combat damage that turn no matter what happens to it.

Why {Fling}? If he counters it you lose {Master of Cruelties}. Why not just use a {Shock}, does the same job with less risk.

Read the text carefully after the Master of cruelty resolve the said ability the said player dont recieve a combat damage but the life of the player is going down to 1. Then you play the fling spell and also the master power is 1 can make damage of 1 to the target player because of the text said. (fling).

Yes but {Master of Cruelties} with {Shock} is better. After Master of Cruelties attacks, their live total goes down to one. It is then that you use {Shock} bring their life total to -1, causing them to lose. With this combo even if the damage is prevented, they gain life or the second spell countered, you still have Master of Cruelties. With the {Fling} combo is they prevent damage, gain life or counter you still have to sacrifice Master of Cruelties but they don't lose.
