I don't believe prices reference to condition. All prices are for mint.
If you buy from tcg the lowest prices are normally for things around played or LP, not NM.

Thats false. Its $28 average, which is the general price to go by. That is not based on condition. The high of 43 just means that someone or some people have listed theirs at that price which can skew the high price any given day. If you go to TCG you'll see plenty of NM copies around $28.

No, that's pricing average. Low has to do with quality more often than not, but high is usually the same quality as the medium/moderate, it's just that some places sell it for more than most.
