If I discard two creature cards, one being  {Grave Scrabbler}, and I pay the madness cost, would I be able to pick the other creature to return to my hand?

Yep! It's ability doesn't trigger until it enters the battlefield, at which point the other card is in the graveyard, ready to be chosen.
