Can a  {Vent Sentinel} block and then tap befor damage is delt to deal its abillitys damage

Yes there's a step after declaring blockers where you can use abilities

At the end of declaring blockers(as in after blockers have been declared), active player gains priority. Then, when passed you gain priority and activate the ability if you wish.
