To  {Dissipate} a hexproof creature when it is being cast onto the battlefield

Yes, abilities like hexproof only apply to the card when it is a permanent. Anywhere NOT on the battlefield, a card is simply a card. It has no static abilities. For example, shroud, hexproof, trample, vigilance etc. only apply when a card is on the battlefield.

Yes because it's on the stack and not considered a permanent, at the time. It's a spell and hasn't resolved yet so hexproof isn't working. If it said cant be countered then it would not work
