I do not know the mechanic well enough to build it but I came across a card that gave me an idea for a commander deck.

It was a cheap artifact that reduces the cost of cycling by {2}. This made me want to see a 4 or 5 color cycling commander deck that used effects based on drawing cards as the win con. I figure {Tamiyo, the moon sage} and any put cards back into your hand or library effects would be included as well. I post this challenge because I really dont know many cylcing cards or great recycle cards so here is the idea, run wild.

There's also the Urza cycle lands: {Polluted Mire}, {Slippery Karst} etc.

The card you are referring to is {Fluctuator}, and that card is sweet!
