I did a search for cards that have 4 or more cmc and 3 or less toughness and were vanilla. The worst card that came up based on those statistics were {Venser's Sliver}. Anything that costs more than 4 mana and has that little P/T has at least some sort of decent effect. Any more details on the card?

That's a special card that wasn't released to public. Of course it's not in the database, it doesn't exist in any magic set.

There are soooooooooo many cards in magic. It's possible Piotr missed a few when cataloging them. Everyone makes mistakes. I assume though sense no one knows who I'm talking about that no ones has it

It's possible it's not in a database, but I would say what's more likely, that the app is wrong or that you're wrong?

... Thats still an insane amount of power. The best i can offer for advice is the nephilim may be what youre looking for. Additional notes: the world champion and the shiehbdkalqijd dragon(not actual name) are exceptions because of their uniqueness, thus the explanation of their not being in the database. Besides unique cards most every card is in there.
