I really need help with this I'm just going to post what I got so far and I need your help to finish it.       I really have know idea how to make this good or any commander deck good or at least work      Ty for the help in advance

Welcome to commander!

Let me ask a couple questions so I/we can help you the best we can so you can enjoy EDH as much as possible :)

1st, I see you chose Braids as your commander. She makes for a very unique commander, and even though she tends to get very complicated, she can offer some fun play style choices.  What style are you trying to go for? Typically Braids is used with lots of tricks to undo the opponents' advantage from her, using ridiculous high-cost permanents to assure your benefit from her outweighs everyone else, or in a "group hug" type deck that spreads love to everyone. Knowing what strategy you want to use is very important to constructing your deck.

How do you see yourself playing this mono blue deck?

What kind of budget are you working with to get the cards you need, assuming you don't have them?

Aside from winning or just having fun, what do you want this deck to accomplish? To stand on even ground with your friends' decks? To make the other players really have to make tough decisions? To make people think you must be crazy just before your plan comes together? What do -you- want to express?

I would really like this to just confuse the opponent untill I finally get my plan or combo together
But mainly I want it to be fun to play with, with my friends who recently started playing commander(like 1 or 2 months ago) 
I get a monthly pay of $50 about from my paper route so it can't be overly expensive cuz FNM and every once in a while a draft takes about 15-30 of that
I picked this commander cuz it looked like it would be a lot of fun and I have a friend that I can get it from

Well, if you know what combo or combos to include as win conditions, there are lots of cards to help you get there.

Rule of thumb #1: Drawing cards wins games. As blue, you have an advantage here, so use it! Cards like {Blue Sun's Zenith}, {Mind Spring}, {Minds Aglow}, {Brainstorm}, {Ponder}, and other spells for straight-up draw will help you a ton. You can also use creatures that draw you cards, and use Braids to put them into play quickly. {Sphinx of Magosi}, {Sphinx of Uthuun}, even something like {Azure Mage} to turn extra mana into cards can change the entire game. And, as an added bonus, your opponents will quickly run out of cards to play for free with your Braids. If you keep drawing, you never will, and get to press your advantage!

Rule of thumb #2: Remember, your opponents are playing some potentially substantial threats with Braids' effect while you look for your finisher combo. This means you have to think about defense! {Fog Bank} is one example of something to keep you safer. You can also add cards like {Archaeomancer} and {Mnemonic Wall} to use as chump blockers once, but at the same time getting back a vital spell to re-use. Other stuff to look for is creatures with high toughness that don't pose enough of a threat to be good targets for removal, but big enough to block effectively.

And #3, tutors! You only have a few in mono-blue, but I recommend using them if you can. {Personal Tutor} and {Mystical Tutor} are both limited in what they can grab, but still super helpful when trying to find combo pieces. {Long-Term Plans} will find any card, but is best paired with draw spells... Or patience and luck, hoping nothing shuffles your library or mills you.

I have a couple combos I want to use but I would like to know more
I have a mill combo that I might put in so basically I'm looking for other mono blue ones that I can put in so I have multiple win cons

Well, for one, {Deadeye Navigator} + {Pestermite}/{Deciever Exarch} + {Gilded Lotus} causes an unlimited mana loop. With infinite mana, any X spell can have some fun results. Target an opponent with {Blue Sun's Zenith} and they draw their whole deck, causing them to lose when they get to their draw step, for example.

If you're especially cruel, you can do the ol' {Erayo's Essense} and {Arcane Laboratory} shutdown.

There are lots of combos. Browse the combo corner, you'll find something you like!

Any suggestions so far, what to take out or out in
