Thinking of building one deck of every two color combination, but not sure what to do for {W}{B}. I'm thinking maybe whites goals with blacks means, but can only think of one top down philosophy for it, and don't like it

What are some whites goals with blacks means top down philosophies other than someone using fear, intemidation and death to scare everyone into getting along?
