The problem with your question is that you arent specifying whether the other fireball is from another set, proxy or something else.  Please clarify.

{Fireball} vs. Something that does the exact same thing as Fireball, only under a different name

In that case, no. {Terramorphic Expanse} is not {Evolving Wilds}, just as {Banefire} is not {Fireball}, you can only use cards that are currently legal in the Format in which you are playing.
An older version of the same card, is still the same card though, if that's your question. A Stronghold {Mulch} can be used over an Innistrad {Mulch}, because it is literally the same card, albeit an older version with different art.
