Yes.

Simple formula to remember:
[Mana cost OR alternate cost] + [additional costs] - [cost reductions] = total casting cost

Since overload is an alternate cost {Goblin Electromancer}'s ability will apply to it. Rules 601.2e has to do with lowering costs.

I wouldnt think so because it doesnt affect activated abilities such as "{1}(T) deal damage equal to power to target creature or player"
Id agree it affects overload, but not flashback.. Just my 2 cents though.. (Also should not affect scavenge, therefor should not affect flashback?)

Both {Goblin Electromancer} and {Arcane Melee} state "Instant" and  "Sorcery", not creature spells or abilities.

Both overload and flashback are alt. costs. It either works for both or works for neither.
