Could you set a card that only affects players to affect a Planeswalker as well?

No, if a card says "target player" or "each player", you cannot change it to plainswalker. However, if a card deals damage to players, you can redirect the damage to plainswalkers.

Unless the player has shroud or he proof then you can't redirect because you can't target in the first place

Wait a minute, so if my opponent casts an earthquake for 3, they CAN'T redirect damage from me to my planeswalker? I thought PW's could be {lightning bolt}ed...

{Lightning bolt} yes, {earthquake} no. It's just as cv says. The only damage spells that can be redirected to a pw are ones that say "damage to target player" like bolt, {searing spear}, {annihilating fire}, etc. you cannot redirect "each player" effects like earthquakes or non-damage spells like {mind rot} (I don't know why you would anyway.)

Edit:  actually I might be wrong here. Rule 306.7 is a bit unclear, but sounds like any noncombat damage to a player can be redirected to the planeswalker, which would mean earthquake would be redirected too. Anyone more clear on this rule willing to weigh in and clear things up?

Sounds to me like ANY form of non combat damage can be redirected to the PW

614.9 says something about cards that say target player or creature are the types of spells that can be redirected

Just to make sure everything is clear...
306.6 If noncombat damage would be dealt to a player by a source controlled by an opponent, that opponent may have that source deal that much damage to a planeswalker the first player controls instead. This is a redirection effect (see rule 614.9) and is subject to the normal rules for ordering replacement effects (see rule 616). The opponent chooses whether or not to redirect damage as the redirection effect is applied.
Also note that planeswalkers can be attacked (306.6), and keep in mind the opponent chooses whether or not the damage is redirected, you cannot be lightning bolted, and choose to have your PW take the damage instead.
Hope that clears up any questions still remaining.

I don't see where I said you can't redirect "each player" damage. The only thing I ever said about damage is in this quote:
