Would using a {flicker} on a dragon summoned by {zirilin of the claw} negate the sacrifice effect on the dragon instilled by zirilin?

Yes because it is a new object. The original dragon that had to be exiled is gone because when a permanent changes zones, it is considered to be a new object and is not effected by things relating to it before it changed zones.
