Building a deck for a friend on the budget, there aren't too many efficient ways to gain card advantage. He can't afford {Jace, Architect of Thought} so I came up with 2 possible alternatives.

{Amass the Components} vs. {Inspiration}!

Amass the Components
Pros: if you're going to tap 4 to play {Jace, Architect of Thought} at sorcery speed, why not this? You see 3 cards (just like Jace) and inevitably you make a choice. Can be lowered cost with {Goblin Electromancer}.
Cons: Sorcery speed. Only really yields 2 cards.

Inspiration
Pros: Yield 2 cards at instant speed. Can be done before your upkeep to refresh the hand, something Jace cannot do. Cost can be lowered with {Goblin Electromancer}
Cons: Doesn't reach as deep as Amass, and you can't stash a less useful card.

Double-O-Scotch

Inspiration over amass. Ur playing blue and doing things on your opponents turn is key for that colour.

I'd go with amass

Cause jace's -2 is sorcery as well

It's almost the same thing and ditching a dead card is 100 percent better than getting an instant speed 2 draw

Amass could actually give you 3. Not overall card count but in useful cards by tossing an unneeded land or so.

Coffee Vampire

Neither! :D

When you have auto include draw spells like {Divination}, {Think Twice}, {Thought Scour}, {Forbidden Alchemy}, {Sphinx's Revelation}, {Azorius Charm}, and other things, there isn't really much more room in a 60 card deck for other draw spells once you add removal, utility, and wincons.

But if you do find a good way to fit the 4 drop draw spells in, I would run 2 amass and 1 inspiration.
