If you proliferate loyalty counters on a planeswalker, do you get to use its ability?

The normal rules will still apply. You can use the PWs ability once per turn, on your turn, at sorcery speed. If you manage to proliferate enough to give them enough loyalty for their final on the turn you summon them, you're able to do so.
