When Archangel of Strife leaves the battlefield, do the +0/+3, +3/+0 leave as well? Like if I were to use a cloud shift on it, would the original power ups stay on and then chose again or do the original go away when it leaves then everyone re-chooses?

The buffs are passive and do not stay if the angel leaves the battlefield.

And yes when it enters everyone must chose again.

Ok, I understand what it does, I was just wondering if the war and peace thing stayed on creatures even after Archangel of Strife left the battlefield since the card doesn't say.

Which was already answered. The war and peace choice is an etb trigger effect that connects to her passive. The choice only matters if strife stays on the battlefield.
