A whole set of split mana costs that are blue. Ya, I see what you mean. Blue needs to be more powerful, not.

Underwater volcanos for mountains. Open seabeds for plains. Kelp forests for, well, forests. Deep sea ravines or murky kelp forests for swamps. And for islands? Well you've got alot to choose from! Coral reefs to underwater whirlpools?
And imagine everything as water based. Green underwater trolls, black merfolk skeletons, blue (boring) fish wizards or something, octofolk maybe, white angels with geels and webbed fins instead of wings, red seagoblins and sea dragons! The posibilities are endless!
Instead of humans as your base population why not use merfolk of all colors?
