Rather yes he can but it won't stop any of stab wounds abilities.

What's the difference?
An activated ability is COST:EFFECT and the colon is present on the card. See {Vitu-Ghazi Guildmage}. A triggered ability is When this happens, then that happens. See {Worldspine Wurm}.

I think the question was more, what's the difference of being able to target it and it won't do anything, and not being able to target it.

If you can target a permanent and if it is a valid target, you can indeed target it. Whether I will do anything or not as a result of being targeted is a totally different matter. :)
