If I {redirect} to a {frost Titan} who has to pay extra mana?

But if they so choose they can choose to let the spell be countered.

Not both. Redirect doesn't target frosty.

{redirect} doesn't do abilities, just spells. RTC before you confuse the $#\% out of the guy.
