If I were to play banishing stroke on a commander that's in play, does it go to the bottom of his/her library or back to the commander zone?

Just wanted to make sure, and same goes for returning a commander to its owner's hand, right?

Ummmm, I'm pretty sure that, every time a commander changes zones (exile, return to hand) he goes back to commander zone, with a counter on him.

No, any time it is destroyed or exiled it can go back to the commander zone, returning to hand and bottom/top of library work. They cost the normal amount to cast out of
Hand, though, the counters on the extra casts from the command zone don't apply.

Actually the ruling is "if it goes to the graveyard from anywhere" so if its returned to your hand and you discard it or are forced to discard it, you can return it to the "command zone". Good card for EDH though as it effectively nullifies your opponents commander indefinately...

To the graveyard or into exile are the only times you may return a commander to the command zone.

This is why {Terminus}, {Banishing Stroke}, {Condemn}, {Hinder}, {Spell Crumple}, {Spin Into Myth}, {Oust}, and {Voidstalker} are so good in the format.

It would be in the exile exile zone which is a public zone not on the battlefield therefore if the owner chose it could go to the command zone.

I wish this worked, but the replacement effect applies to the first part, which nullifies the second part, as the card never was in the Exile zone (RFG).

I believe you are incorrect, firstly your commander is quite happy to sit in exile, he doesn't automatically get moved back to the command zone if it gets there, it's a choice. (You would do this if you had enchantment removal and it was put there by {Oblivion Ring} etc)

Secondly you can't partly resolve a card, it needs to resolve fully before you can respond.
