I was thinking about trying to do some altered art cards.  Is there much market for it?  Do people use them?

Can't use the altered cards, but I'm gonna start custom cards turned tokens.
you can, but there are limits to the amount of alteration. You can still play with signed cards for example.
What about the cards that are extended out, like they have no boarders?
Border, name of the card, mana cost can not be alterered, and the alter can be felt threw sleves because it is then considered a maked card and there for cheating, if you have an altered card in your deck alway have it checked by the judge, I personally have several cards that are Altered that I use regualarly.
How are they altered?  The ones you play with.

I think the rule is that as long as you can see all the text and the card is not thicker than other cards in your deck (most often the problem) then you should be okay.

Unconfirmed.

Probably is: does it have all its info visible? Is there any way to tell it apart from the other cards in your deck when it is not facing up? And that should be it. Maybe a rule about looking as another card might apply as well
