No all Artifacts are colorless.  Most are, but check Shards of Alara block for a bunch of colored arties.

I've seen a lot of people say that card needs flash but it seems like that would make it way too good of a card. For an uncommon, at least.

However if noone is there to here the sound then all that has been created is a sound wave, not an actual sound.
A sound needs a sender and reciever.
