If I have 13 lands, can I tap all 13 and use {Garruk Wildspeaker} to untap 2, just to tap them again for {Emrakul, the Aeons Torn}?

Mana floats until the end of a phase, so you could tap for 13, untap 2, then tap for 15 to play Emmy

Just be careful having 13 mana in your mana pool there is a few spells/abilities that can clear or take all the mana in a players mana pool.  So you would have 13 mana in your mana pool then when you used garaks ability it would give the opponent a change to play any spells and abilities. But i spose that's the risk.
