a creature with phasing. It doesn't have haste. Can it attack when it phases in?

Short answer: Yes.

Long answer: When a creature phases out, it never actually leaves the battlefield.  When it comes back in, you've still controlled it since before the beginning of your turn, so it is not effected by summoning sickness.
