Attack Phase

It is my beginning combat phase, before I declare my attackers. My opponent controls a creature that can tap my creature, but as I change the phase and declare him as an attacker can he use his creature to tap mine as it taps to attack?

Once it moves to the 'declare attackers' it is too late as no one receives priority there until after attackers are declared. He can do it at the beginning of combat phase, otherwise he has to do it in your first main phase. Just announce that you are moving to combat, but dont declare attackers yet. Ask him if he wishes to activate any abilities or cast any spells in your beginning of combat phase. Once he says no you can announce your attackers without him being able to tap them first.

Yeah this is something i have always gotten into arguements with because i like to wait till start of combat for tap effects but some people just start tapping to attack without announcing the change of phases.

I always say, "move to combat." And pause a second or two, to give me opp a chance to annouce a spell or ability.

Skipping beginning of combat is a shortcut that is generally acceptable at regular level or casual events but by skipping beginning of combat and tapping creatures to attack they give you additional info and open themselves up to tap effects.
