Can I respond to an  {Iona, Shield of Emeria} choosing white entering the battlefield by casting  {Swords to Plowshares} on the Iona?

Is her third ability an example of a static ability?

The more important part is that her second ability (the choosing a color) is a replacement effect.  There's no time between when she resolves, the color is chosen and she's on the battlefield and applying her third ability where you'd be able to remove her with a spell of the chosen color.
