To be honest this is all dumb. It seems like Piotr has a little taste of power and is riding it for what he can get out of it. If everyone started "rebelling" (which you can't really do here, I mean what's the worst you can do? Leave the forum? Huge impact that has) it would further validate his stance of superiority he sees himself having. People "misbehaving" is only an excuse to exercise power, which he enjoys having.

Someone does something I see as acting up? Boom, banned or warning of a ban. See? I am in charge.

Honestly the best solution is to treat him like the distant step-grandfather you see only on holidays. Tell him what he wants to hear to keep him happy. He's not really that big a part of your life anyway and it's too much trouble to start anything.
