Necromancers Stockpile and dredge.

So if I discard a card with dredge to {Necromancers Stockpile}, can I dredge it back to my hand and repeat the process as many times as I have mana to pay for it?

Yes you can.  It is in the graveyard when the draw goes off, so you can dredge all day long.
