So let's say there's like 8 things on the stack and I flash in a {Warp World}. Does everyone just choose whatever they want from the stack.

Nope WW resolves before any if those are permanents, so the resolve in the vacuum that happens after
Warp world says cards in play though

From what I know about the stack (and i am still learning the more technical stuff) perminates on the stack, like creatures and enchantments don't hit the field till they resolve. As such theives acution will not effect anything on the stack.
So theives auction would work as if there was nothing before it on the stack. After all of its effects are done then the rest of the stack would reslove like normal.
But if someone cast something in response to TA that would fall under its effect then in would be included once TA came up to finally resolve.

Might want to get a more experienced person for a definitive answer or ruling.

Spells on the stack are just that, spells. They are not permanents until they resolve and enter the battlefield. By that time, the auction has already resolved and the permanents are divvied up. Then the spells resolve, and if they are permanents, will come into play under the control of the appropriate player (normally the one who cast them)
