If you are going {pendrel mists} route then add {vile consumption}.  I think I am going to cut a lot of my creatures and go with more of this control/hate route.

My suggestion for cutting would be {mind crank}.  Does that really win faster then just dealing 40 damage or is there something I am missing?  I suppose with {bloodchief ascension} it is a fast win.

{Frozen aether}, {orb of dreams}, and {laboratory maniac}.  I think entering tapped has a marginal effect and does maniac ever win you games?  Explain why you should or should not cut those please :D

I am going to delve into Nekusar from an each card point of view.  I will probably have more questions on your deck and why you made choices on particular cards.

I completely forgot about vile consumption!! Mindcrank is in there as an auto win with bloodchief. Plus I can tutor for it with Tezz. Plus it can get out of hand pretty fast, especially in 4+ players.
Maniac has been on the chopping block for awhile... But I can never seem to cut him. I keep thinking "what if I have sphinx out and opponent has sphinx out and we deck each other?"
The æther and orb are, well, I like them!! I like POing people and making the table grind to a halt. Preemptive strike against token swarm (looking at you, Rhys 😉) and other aggro decks. I didn't want to make this deck as the usual "wheel wheel wheel die" deck but where it controls the board state and either slowly bleeds you dry or wins with my other alt cons out of nowhere...

I don't want to sound rude with this comment.  I also wanna say my EDH experience is about nil.  With all that said ... I kinda think combo and infect is kinda bogus in EDH.  Do you run those because of your meta/playgroup?

Another insta-combo you could run is to add {curiosity} for Niz.  I am actually taking out my {curiosity} just cuz I don't wanna be that guy .... yet ;)

Oh and another oldie but goodie is {winds of change}

My experience with EDH is that every deck will run combo. I mean, you have access to every card ever printed in a singleton format. You will have combo and won't even realize it. That said, Nekusar, by and large, demands "combo me!" Since I run so few creatures, I tend to avoid enchant creatures. In fact, the only one I have in my deck is {Glistening Oil}, mainly because it acts as an equip than an aura. I also do not like infect at 10 in Commander (I think it should be 15 or 20). But in my meta, you need a way to win, especially in my version. I basically sit back and do nothing. If my meta decides to ever go non-aggro, then the infect will come out.
{winds of change} is in there. You might have just overlooked it 😉

Ok i see it now.  What do you think of {dream tides}?  Also {magus of the jar}

{meishin the mind cage} could really piss some people off too

At first I ran Dream Tide, but eventually cut it for better things. Magus I don't like because the table knows that shenigans are coming and have a turn to prepare or kill it. {memory jar} is just so much better. Meishin looks interesting, haven't had much testing it. Not sure what I'd take out though

{koskun falls} and {collective restraint} are a couple other good attacker deterent cards

Falls is good, however, I do not run many creatures to pay the upkeep cost. Restraint I also used to run, but again, it got cut.

What do you think about {upheaval} or {kederekt leviathan}?

Upheaval would be nasty if you had jin-gitaxis out .... Hell Jin is nasty by himself

Upheaval is banned. Otherwise... Lol
Leviathan... I can see it as a last resort, though it would break up my board position

If anything, I would put  {Sunder} In once you've developed your board to totally screw over opponents from there.

It was in here. My new play group do not like mass land-wipe. I took out  {Sunder},  {Wildfire} and  {Obliterate}. Any other mass destruction is ok, but touching lands is a big no-no
