1)   {Doubling Season} is on the field and I use +1 of {Liliana Vess} will I get 2 loyalty instead of one.

2)  {The Chain Veil} is activated after I use +1 of Liliana. I use it again do I gain an additional 2 loyalty?

So I would gain 4 loyalty total after this would all resolve

Doubling Season states that you get double counters if a spell or ability would place counters on a permanent you control.  When you activate a Loyalty ability, the counters are being added as the cost of the ability, not the effect.  You wont get 2 counters for activating the +1.  Subsequently, with The Chain Veil, you'll still only get 1 counter for the activation.

Do note, though, that {Gideon, Champion of Justice}'s +1 and {Ajani Steadfast}'s -2 add counters as part of the effect, so those will be doubled.
