Actually, muggy, you have it wrong.  Your scenario would be true if it were {Banishing Light}, since the exiled card comes back the moment BL leaves the battlefield.  However, since Oblivion Ring's return ability is a trigger, those have to go on the stack to resolve.

Your stack will look like this:

Oblivion Ring 1 Return Trigger
Oblivion Ring 2 Return Trigger
Oblivion Ring 3 Return Trigger
Oblivion Ring 4 Return Trigger

Trigger 1 resolves, returning an Evangel, whose own triggered ability then goes on the stack.  That ability resolves, seeing 2 White Devotion from the Evangel (+ maybe 2 from Gideon, if he's still there), giving you 2 (or 4) Tokens.  Then the second return trigger resolves and the second Evangel's ability triggers, giving you the correct number of tokens.  This happens for the other two, resulting in...  20 tokens, if Gideon killed himself, 28, if he didn't.

The Angel's will see each other as far as the triggers go. So, if Gideon is still alive, you'll get 10 tokens per angel. 8 if he's dead. They all enter the battle field at the same time. So, even though the triggers are on the stack, each trigger will count all the devotion on the field.

Actually, Remillo is correct. Each angel trigger will occur before the next O-ring triggers.

So you would get 4, then 6, then 8, then 10.
