Well, that was back in July, and since Zendikar block rotated out with the arrival of Innistrad, Jace is back in rotation. The information I posted is direct word for word from the Wizards' banned and restricted list updated as of October 1st.

To clarify, {Jace, the Mind Sculptor}, which was banned, has rotated out. However, {Jace, Memory Adept} is legal in Standard.

Jace TMS will never be allowed in standard again, not just because he was totally broken and banned but because the zendikar block rotated out. QED. Irrelevant to standard.
