Can this be stopped with the circle of protections or does it go through?

Not "technically" prevented:

"The ability doesn't prevent damage. Rather, it changes the results of that damage. For example, if a creature with lifelink deals damage to you, you won't lose any life, but its controller will still gain that much life."

Nope.  If your life total can't change, you can't pay anything.  It's like putting all your money in a Swiss Bank Account and then forgetting the access code.  Boy, I sure do hate it when that happens!
