Can anyone tell me how a draft works or provide a link to a rules page?

(Typically) 8 players sit around a table with 3 booster packs each. One pack is opened by each player and a card is chosen (basic lands and tokens are removed (foil basics are left in)). The rest of the pack is passed to the player to the left who will choose a second card out of the pack. Rinse and repeat until the packs are empty, then open the second booster pack and repeat, passing to the right instead of left. The last pack goes left again. Once all packs are drafted, players construct 40 card (minimum) decks using the cards they chose from the draft and play games.

Also you can have more then 4 copies of cards in your deck.

It is recommended to stick with a 40 card deck (more consistency). Also start the basis of your deck with 17 lands and 23 spells. Of the spells you are going to want around 17 creatures (give or take). Try to stick with 1 or 2 colors, though it's hard to keep a mono color deck and get a lot of good cards in that color. I typically try to stick with 2 colors, 3 or more colors is not really recommended because it is hard to get the mana to support all of those colors. Try to get a couple mana fixers if u are 2 color. Try to find the colors that are open, and don't be afraid to switch colors! If u are in {U}{W} but are getting passed a ton of premium {B} cards, consider dropping your weaker color. Also try to have a good mana curve. If u throw a ton of high casting cost creatures, you will probably get overrun pretty quick, you want good tempo, 1,2,3,4 cmc creatures and other spells, with maybe a couple 5,6cmc. Remember that it is good to have "bomb" cards in your deck, but tempo and consistency will win games for you, and "rare" doesn't always mean that it's a good card. Also don't forget to use your sideboard! After game 1, look at your SB and see if anything will help you vs their deck. And you can completely switch your deck around if u please in limited. Most importantly though, Have Fun!

On a more advanced level, there's hate drafting.

Hate drafting is where (to put simply) is to take cards that would benefit others rather than yourself. As you're drafting, watch what colors you're being handed. Then, when the rotation switches you have the option of taking a sub par card for your pool or some premium piece from the colors you see are being drafted.

For example: first pack you start pulling out {G}{W}. As it goes along, you notice you are getting handed less white, and mostly {G} and {R}  cards. At this point you get a gist that the guys around you are playing mostly {B} or {U}, maybe some {W}. Second pack, you don't see much you want for your colors, but you do see a  {Desecration Demon}, and that's no bueno. You swipe that to weaken your future opponent rather that buff yourself. Sometimes it's a hard call, but good intuition in spots like these improve matchups.
