My opponent has a {Gladecover Scout} out and a {Mutavault} (currently not a creature) at the end of his turn I force him to sac a creature via {Devour Flesh} I'm also sitting on a {Doom Blade} with the right mana to play both. He activates Mutavault in response to D Flesh.

My question is do I have time to react to the Mutavault becoming a creature. Like can I doom Blade the Mutavault before he can sac it

After his creatures ability resolves you would get priority and be able to play doom blade, if they have no response, doom blade resolved. Mutavault dies, then he is forced to sac a creature.
Wait for a ruling however to be 100% positive.

Here's a ruling, and I'll likely have another to reinforce it in a little bit:

116.3b: The active player receives priority after a spell or ability (other than a mana ability) resolves.

Once their activated ability (mutavault's) resolves, the opponent will receive priority. If they want the stack to continue to resolve, they'll have to pass priority to you, and at that time you can cast your DB, as stated above.

Here's the other ruling, showing that they'll have to pass priority to you to continue the stack resolution:

116.4.: If all players pass in succession (that is, if all players pass without taking any actions in between passing), the spell or ability on top of the stack resolves or, if the stack is empty, the phase or step ends.
