If I manage to copy a spell with cipher do both of those spells get to be ciphered onto a creature or only the original? For example an {elite Arcanist} or {meletis charlatan} creating a cipher card copy that hasn't been ciphered yet

The cipher trigger goes on the stack after the spell resolves, so yes, a copy would be cipherable.

ignore this, I'm dumb. I decided to check the comp rules (sorry ) and the spell has to be represented as a card to be ciphered, so a copied spell wouldn't work.

702.98a. Cipher appears on some instants and sorceries. It represents two abilities. The first is a spell ability that functions while the spell with cipher is on the stack. The second is a static ability that functions while the card with cipher is in the exile zone. "Cipher" means "If this spell is represented by a card, you may exile this card encoded on a creature you control" and "For as long as this card is encoded on that creature, that creature has 'Whenever this creature deals combat damage to a player, you may copy the encoded card and you may cast the copy without paying its mana cost.

Another question I thought of. So with cipher I'm basically casting a copy of the card for free so it's stil being cast. Could copy spell effects copy the copy cast by cipher?

Can you use that Weird to exile ciphered spells so he gets the +1/+1 counters?

Yes, as a spell does go on the stack when a copy from cipher is cast.

Yup, you can indeed do that, as once again, a copy from cipher is targetable and goes on the stack first before anything else happens.
