Only if a planewalker is there.  You can't have creatures attack a non-existent planeswalker.
if you decide to attack a player with a creature and it's not your turn the active player can decide that creatures isn't attacking?

Say it your opponents turn. You have two Planeswalkers in play (lucky!). You play Warcraft and have two of their creatures attack you. That opponent gets to choose whether those creatures attack you or either one of your planeswalkers. They make that choice, but they cant otherwise stop the creatures from attacking.
