So, the article didn't specify this, but if he gets a +1/+1 counter from something else, is he considered "Monstrous"?

No. You would have to pay for the monsterous ability for him to become monsterous. The last part in ( ) says "and becomes monsterous"

Still hope to be had but they would also need a card that says, "monstrous creatures you control get [insert ability here]. Could still technically come from one of the other 2 sets though.
