This deck is not my idea it but is very cool so I thought I would share.
This deck a result of a question:

Is mono-blue viable in standard?

See, every other color has a mono pile. Mono-green Elves, Mono-white Humans, Mono-red deck wins, even a Mono- black control AND a Mono-black sacrifice by Sam Black (shown on his stream). But no one wants to try mono-blue. So I decided to be a pioneer (or a really bad deckbuilder) and build one. It's aggro-tempo, kinda like what Delver used to be. You got your Unsummons, Time Ebbs, and Essence Scatters for creatures. You have Snapcaster Mages and Think Twice for card advantage. Now, I'm not saying this deck is gonna be easy to play. No, this is gonna be one skill intensive grind.
There's so many options that picking which one is intense, and you may just wanna take a minute and survey the board position every time you think you want to do anything, and then take a second look. Overall though, I think it'll be fun to play, and competitive. I'll post results for how it does at FNM.

IF YOU LIKE THE BUILD OR IDEA, PLEASE IF YOU HAVE SUGGESTIONS, please let me know. I'd love to hear them. Please be respectful, though as I find uppity people distasteful.

Could maybe try  {Ludevic's Test Subject} as an end of their turn mana sink, so there is no left over mana.

Also {fog bank} is great for those agro matchups. You could also consider the blue ring ({Ring of Evos Isle}) to help with some hexproofing and fattening up a few creatures.

Others to possibly consider...
{Colossal Whale}
{Encrust}
{Hands of Binding} with  {Invisible Stalker} is always good too. (And possibly  {Curiosity} to keep your supply up)

Yes forgot about {Ætherling} very nice thanks. And {Fog Bank} would be a great card for aggro thanks for that!
I did test {Ludevic's Test Subject} (see what I did) but he always ended up dead but the deck has changed a lot from then so might try him again.
As for the others I would love to play {Colossal Whale} just so I can say I did it haha so might have to try it.
{Encrust} another card I over looked not sure about this one yet not sure where it would fit.
And {Invisible Stalker} with <insert card here> I love but its a big part of my izzet tempo but might come back for this deck.

Fog bank has no place in a tempo deck. If you're not ruthless pounding away at your opponent and keeping his guys tapped/unsummoned, you're losing. Aetherling is good, but he's no where near playable in a tempo deck. Both would be sided cards.

Hands of binding is a great tempo card. Mutavaults are good if your mana base won't fall apart. Cyclonic rift and syncopates would be nice as well because you need an answer to planeswalkers

EDIT: you have cyclonic rifts and syncopates already. Sorry lol

Deck update:

I have added a sideboard but I haven't been to FNM in about a month so I don't know what my local meta is like right now.

I will post results.

Feel free for any last min advice.

Be prepped to handle Jund. Thragtusks, Olivias, etc. Long grindy games

So FNM last night I went 2-2 finished up 13 out of 31( no byes for me so that's good).

The deck has a lot of stoping power but no real hitting power and no reach so I would get the opponents life with in 4-8 but unable to finish it.

But it's a really fun deck with a lot of plays but feel it needs a 2nd colour

You could make it more aggro than control with talrand skysummoner, that +1/+1 all merfork creature, etc. If you want cheap creature based tempo, I suggest going blue white
