When you draw the two cards, are you required to discard a card at random before you can cast anything else?

Yes because as the card states it's an action that must be completed along with the drawing of the cards

I'm asking because I watched a guy playing for first place at FNM with the Nivix Canon deck use {faithless looting} but then cast the cards drawn from his hand before discarding. He only had one card to discard once he was done and discarded it. Being that it wasn't my game I didn't say anything. When I asked after the match about it, the canon deck owner said not to worry about it that what's done is done. Of course he won. There's no official judge there, just rules advisors but no one asked.

See what he did there was knowingly cheat. Even at an fnm he could get DQ'ed or even banned from organized events for doing this. He must complete the resolution of the spell before he can cast anything. Which in this case must discard two cards.

But his opponent should have also been paying attention, if he casted the card with no hand, should have been obvious when he did something.
