Say i play {Master Decoy} next turn my opponent plays a land then its my turn i have a mana cost heavy hand so i wait for some mana and it goes back to their turn my opponent plays a creature with haste say  {Ball Lightning}
Would I have a chance to use master decoys ability before they had a chance to attack tapping Ball lightning and making it useless? c:

Sure! Once they play their creature, they'll have to pass priority to you eventually, if they want to have a combat phase! During that time, you can tap down their creature.

And here's your ruling, which states that both players have to pass priority for a phase or step to end:

500.2.: A phase or step in which players receive priority ends when the stack is empty and all players pass in succession. Simply having the stack become empty doesn't cause such a phase or step to end; all players have to pass in succession with the stack empty. Because of this, each player gets a chance to add new things to the stack before that phase or step ends.

When I'm just playing with friends like we don't really announce each phase or anything so I guess that's where the confusion comes in between who can do what. Plus they don't look up the rules like I have been doing recently.

You should practice announcing the begging of phases, just so that the other players have the ability to respond at the end of a phase of they choose to.

If the opponent begins combat without announcing his combat phase, if you wanted to do something before that combat phase, you can say, before combat...."I will pay (whatever) and cast/activate (whatever)"

It's just casual games at school usually around lunch. So time limitations wouldn't allow us to like announce each phase and all that. I will try to play like that from now on though. It would definitely help alot for me considering I have terrible memory.

For casual Friends, I actually declare before I go into combat. Other than that its mostly loose like when I say I end my turn my opponent would say "at end of ur turn I..."

Yeah we do it as if someone says they ended something say attacking you can't be like right before you attack I play this it's like nope too late we don't go back steps lol

It's not necessarily going back steps, it's just recognizing that you wanted to play something at the last part of the first main phase but wanted to see if any opponent had something else to play first.

It's not necessarily going back steps, it's just recognizing that you wanted to play something at the last part of the first main phase but wanted to see if any opponent had something else to play first.

Yeah I don't think anyone I play with understands the stack or priority. :/

I kinda like the idea of stating phases in casual play. Weve always just said "Let me know before you enter your attack phase" and it's a dead giveaway that they've probably got a {Feeling of Dread} in their hand.
