Consuming aberration

If I have two consuming aberrations out and I play say mind sculpt the opponents would mill 7 then mill till they mill a land for the first consuming aberration effect then for the seconds effect is this correct?

Kind of, you just have it in reverse order. You play {Mind Sculpt}, and both {Consuming Aberration} triggers go on the stack. They mill until they show a land, do it again, and then mill 7.

No, just the other way around. First they mill a land, then the other land, then the 7 top cards.

From the Comprehensive Rules:

Quote405.1. When a spell is cast, the physical card is put on the stack (see rule 601.2a). When an ability is
activated or triggers, it goes on top of the stack without any card associated with it (see rules 602.2a
and 603.3).
405.2. The stack keeps track of the order that spells and/or abilities were added to it. Each time an
object is put on the stack, it's put on top of all objects already there.

Wouldn't the abarition abilities wait until the spell resolves before going on the stack or do they go on the stack regardless of resolution such as the spell being countered?

They will not wait until the spell resolves. They go off when a spell is cast, which means to pay its mana and place it on the stack. Once that happens, their abilities trigger, and go on the stack above the spell.

And here's your ruling, on casting spells:

601.2. To cast a spell is to take it from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect. Casting a spell follows the steps listed below, in order. If, at any point during the casting of a spell, a player is unable to comply with any of the steps listed below, the casting of the spell is illegal; the game returns to the moment before that spell started to be cast (see rule 717, "Handling Illegal Actions"). Announcements and payments can't be altered after they've been made.

The remainder of the process is explained in the subsections, but this explains casting. Since the triggers are based off casting, resolving doesn't need to take place for them to go off.
