Does regenerate cause a creature to tap? (Example card:  {Lotleth Troll})

If yes, does that mean if a creature is tapped like {Lotleth Troll}, can that creature regenerate?

Yes to both.

The full text of regeneration's effect is as follows:
- the next time the creature with regenerate would be destroyed, it isn't. Instead, remove all damage from it, tap it, and remove it from combat.

As for regenerating a creature that is already tapped, yes you can. A creature that is already tapped may be tapped again as part of an effect. It can't be tapped again if tapped as part of a cost, however, like to use an activated ability with the {T} symbol in the cost. But a tapped creature can be targeted by abilities and effects that result in tapping, like regeneration or something like {Gridlock} or {Hands if Binding}.
