This says a creatures ability with the tap or untapped symbol in its activation cost can't be used unless its been in play one turn, but what about abilities that have a mana cost but are not required to tap. For example  {Dimir Guildmage}

You can use those abilities right away. As long as tapping/UNtapping or attacking isn't a factor. Or you give it haste somehow.

As long as you don't have to tap it, you can use its activated abilities on the turn you play it.

Also you may tap a non haste creature for some other card's abilities, just not its own (without haste)
{Burn at the Stake} for example.
